Shayla Reed joined the City of Douglasville as the Community Development Director in January 2022, bringing more than 15 years of community development management by overseeing the day-to- day operations of planning and zoning services, engineering and site development, building permitting and business license issuance, Geographic Information System (GIS), and code enforcement.

Shayla believes that creating partnerships with the community to protect the beauty, sustainability, economic vitality, and environmental integrity of the community is vital to a municipality’s success.

Previously, Shayla once served as the Community Development and Regulatory Affairs Director with the City of South Fulton where she first joined their team as the Department Deputy Director in 2017. During her tenure, she was promoted to the department’s Director with the responsibilities of short- and long-range planning, managing land development through the Engineering and Building Permitting Division, the issuance of business licenses, mapping services through Geographic Information Systems, and code enforcement activities. Prior to joining the City of South Fulton, Shayla was employed to manage various community development-based projects with various municipalities such as the City of Atlanta, Fulton County, City of Jonesboro, and the City of Union City.

After graduating from Alabama A&M University with her Bachelor of Arts degree in Political Science and Master’s degree in Urban and Regional Planning, she moved to Georgia to start her career in municipal government as a City Planner.

Shayla’s strengths are primarily based around areas of Urban Planning, Engineering, Redevelopment, Economic Development, Infrastructure Planning, Smart Communities, Strategic Planning, Community Development Block Grants, Building & Safety/Code Compliance, Grants Writing, Community Engagement, Customer Services and conducting significant community outreach efforts.

Shayla holds professional memberships with the American Planning Association, Georgia Chapter of the American Planning Association, and the International City/County Management Association. She recently completed the Certified Public Manager Program with the Carl Vinson Institute of Government at the University of Georgia in May of 2023.
