Juliana Njoku

Director of Planning and Sustainability
Dekalb County

Juliana A. Njoku is a visionary leader with over 25 years of experience in urban planning, public works, community development, process improvement and sustainability. As the first female Director of Planning & Sustainability for DeKalb County, Ms. Njoku brings a steadfast commitment to fostering smart growth, environmental stewardship, and inclusive development.

Throughout her distinguished career, Juliana has championed innovative strategies that balance progress with preservation. She has led transformative initiatives across municipal operations, infrastructure planning, zoning, and sustainable development—ensuring that communities are not only built for today but are resilient for generations to come.

Prior to joining DeKalb County, Ms. Njoku served in executive roles across Georgia and Indiana, including as the inaugural Director of Community Development for the City of Mableton and Director of Planning & Development for Rockdale County. She also held key leadership positions within the City of Indianapolis’ Department of Public Works, where she advanced nationally recognized sustainability programs and major capital projects.

A Lean Six Sigma Green Belt and an advocate for performance excellence, Juliana is known for driving cross-sector collaboration, strategic planning, and community-centered solutions. Her expertise spans capital improvement program delivery, public-private partnerships, and policy innovation aimed at creating vibrant, equitable, and sustainable communities.

Ms. Njoku holds a degree in Government & Politics from the University of Maryland and a Graduate Certificate in Sustainability & Innovation from Harvard University. She is also actively engaged in professional organizations dedicated to advancing public administration and urban development. Ms. Njoku has served on the Board of Director’s for the Rotary Club of Indianapolis, was inducted to ARC Regional Leadership Institute Class of 2024 and most recently given the designation of Marquies Who Is Who in America for her many achievements in government, academia and social equity. Inspired by DeKalb County’s diversity and potential, Juliana leads with a vision to align growth with sustainability, ensuring that every initiative reflects the values of resilience, innovation, and opportunity for all residents.
