Mr. Fenn is the Executive Director of the Henry County Development Authority located in McDonough, GA. Henry County is one of the leading communities for commerce in the Metro Atlanta region along the I-75 corridor. In 2020 HCDA shattered both job and investment attraction in a single year with 2,640 new jobs and $451M in investment. Fenn was recently named by Consultant Connect as a "North America's Top 50 Economic Developers" for 2021. He has over 16 years of economic development experience in Georgia. Before his private sector stint, he was President/CEO/Economic Development Director of The Jackson County Area Chamber of Commerce in Jefferson, GA. The Chamber was named by Site Selection Magazine as one of ?The Best US Economic Development Groups? (Micropolitan category) for 2015 and 2016. He has served as an Economic Development, Chamber of Commerce, and Downtown Development Executive in Georgia Including tenures in Ware, Dodge, and Bryan Counties.

In 2002, at the age of 24, Fenn was named to Georgia Trend Magazine's Top 40 Under 40 list. To this day he is one of the youngest to receive the honor. He is active in many professional organizations including The Southern Economic Development Council where he has served on their Board of Directors, a past Co-Chairman of their Young Professional Committee, and received The Chairman's Award in 2015. A native of Atlanta, he split his childhood between there and his family's hometown of Wayne Co, GA. Fenn holds a B. A. in Political Science from LaGrange College and was awarded their Shackelford Distinguished Alumni Award in 2015.
