Carlotta Harrell was elected as the Chair of the Henry County Board of Commissioners to begin her term on January 1, 2021. As a true public servant, Harrell grew up in an environment where giving back to the community was a daily activity, and she carried those values of service to the community into her adult life. Born the daughter of a Pastor and Freedom Fighter, Harrell grew up watching her parents march and fight for equality alongside Dr. Martin Luther King Jr. and Congressman John Lewis. Her experiences at a very young age led her to a life of service which helped shape her into the leader she is today.

Harrell is an Atlanta native who received her primary education through the Atlanta Public School System. She received her degrees in Public Administration and Criminal Justice from Brenau University, in Gainesville, Georgia. In 2012 Harrell was appointed to the Henry County Water Authority (HCWA) Board of Directors. This board services approximately 60,000 metered water customers, representing 174,000 consumers in the county, managing a $72 million-dollar budget. Harrell brought diverse and extensive professional experience to her public service on the Water Authority Board.

Harrell previously provided consulting services as a Project Manager for the Georgia Conference of African American Mayors for 12 years, assisting mayors and cities with identifying over $300 million dollars in funding for infrastructure and economic development projects, connecting public-private partnership opportunities throughout Georgia. She also assisted with strategic organizational structure and planning, developing project budgets, as well as human resource related issues.

Harrell is a managing partner and VP of Business Development with The Harrell Group which is a multifunctional Women Owned Small Business (WOSB) consulting firm, that has a combined 30 years of experience, that provides organizational change, management assistance, strategy development and operational improvement services to public and private entities. Many of her clients are municipal government organizations which she assists with strategic planning, organizational structure and public-private partnership development.

In addition, Harrell spent several years consulting with other government entities, agencies, and nonprofit organizations, assisting them in identifying and organizing economic development opportunities, primarily through public-private partnerships. These relationships enabled her to assist her clients to garner and generate funding for workforce development, senior housing, commercial and mixed-use developments, as well as small business development initiatives and retention plans, again with the use of a variety of public and private funding sources.

Prior to her work in community and economic development, she served 20 years in law enforcement in the State of Georgia. Lastly, Harrell has a true heart for the community and has always gone the extra mile to serve and give back. She has served on numerous nonprofit boards in leadership roles including the Greater Piney Grove CDC Board of Directors, American Women’s Business Association, National Council of Negro Woman (NCNW) Public Policy State Chair and the Henry County SPLOST Committee Vice Chair. Carlotta is immediate past State President of the Georgia Federation of Democratic Women (GFDW), Co-Chair with the Women for Biden in Georgia Campaign and is on the Executive Committee for the Georgia Democratic Party (DPG). She is a member of the Greater Piney Grove Baptist Church where she serves on the Deaconess Board.
