Kelvin Mullins

Kelvin Mullins is the GDOT District 1 District Engineer for 21 Northeast Georgia Counties.


A 1996 Graduate of Georgia Southern University with a degree in Civil Engineering Technology, Kelvin began his 27 year career with GDOT in 1997.

He started with GDOT in the Athens Area Construction Office and advanced to a variety of positions within District 1.  In 2009 Kelvin began working in GDOT’s central Office in Atlanta where he spent time in the Design-Build Office, he was the State Transportation Investment Act (TIA) Administrator, and was later the State Local Grants Administrator.  

In 2020, Kelvin was named GDOT District 1 District Engineer.

Kelvin is married to Erin and has two daughters, Hannah and Macie.
