Phil Higgins has served the City and its residents for more than 30 years. In 1989, while still a high school student, Phil was hired in the City’s Department of Utilities as a part-time Meter Reader/Maintenance Worker. He continued to work in this position while completing his associate and bachelor’s degrees in Business Administration at Gainesville College and North Georgia College, respectively.
 
After finishing his bachelor’s degree in 1995, he was hired on full-time in the Department of Utilities, and in 1996 was promoted to the position of Utility Billing Clerk. In 1997, Phil was promoted again to the role of Utility Billing Supervisor, serving in this role until 2006. At that time, the City of Cumming created its first-ever Division of Human Resources, and Phil was tapped as the City’s initial Human Resources Manager. He served in this role until 2017 when he was promoted to his current role of City Administrator following the retirement of the previous City Administrator.
 
In this role, Phil handles numerous responsibilities and works in close concert with the Mayor and City Council. Among his duties are preparation and implementation of the City’s annual operating budget, preparation of City Council meeting agendas and associated research in order to better inform City elected officials, supervision of all purchasing activities, and direction of all day-to-day operations of the City of Cumming.
 
Phil is a multi-generational native of Forsyth County. He and Janet, his wife of 19 years, have three daughters: Caroline, Charleigh, and Caitlyn. The family resides in north Forsyth and is very active in their church. When not working, participating in church events or family activities, Phil enjoys spending time on the golf course.
