Ted Rhinehart has more than 34 years of experience in managing city and county public works and transportation programs, municipal water and wastewater utilities, parks and facilities, including capital project delivery, financing, and intergovernmental relations, in Georgia, Indiana, California and Florida. He served as the deputy chief operating officer for infrastructure for DeKalb County, Georgia, government, where he was responsible for operating and capital budgets of more than $400 million annually and more than 1800 employees, and held similar city and county infrastructure management positions in Augusta, GA; Indianapolis, IN; Fort Wayne, IN and Bloomington, IN. He has significant experience in capital program management, strategic planning, operations enhancement, organizational development, and application of technology solutions for asset management to improve project and service delivery.
